Komponetet IPA
Component I: Transition Assistance and Institution Building Component (TAIB)
According to Article 64 of the IPA Implementing Regulation (EC) No 718/2007, assistance under IPA Transition Assistance and Institution Building Component is granted in the following areas:
- strengthening of democratic institutions and the rule of law;
- promotion and protection of the fundamental rights and freedoms;
- public administration reform;
- reform in the field of justice and home affairs;
- modernisation of the regulatory framework, including support for investment to equip key institutions whose infrastructures or capacity to monitor and enforce legislation need strengthening;
- establishment or reinforcement of financial control systems;
- strengthening of the market economy;
- development of civil society;
- establishment of social dialogue as an element of good governance and to promote fair and just working conditions;
- promotion of minority integration, reconciliation and confidence-building measures on all levels of society;
- environmental policy;
- improvement of access to financial facilities for small and medium- scale enterprises and public administrations;
- institution building in the field of nuclear safety, radioactive waste management and radiation protection;
- support for participation in community programmes.
Assistance is made available to public authorities at central, regional and local level and will be also give support to organisations which have an important role in helping the Republic of Albania to prepare for accession and implementation of the ?cquis communautaire.
Assistance under IPA Component I - TAIB may be provided through:
- administrative cooperation measures (twinning, twinning light and TAIEX);
- technical assistance;
- investment sin regulatory infrastructure;
- grant schemes;
- project preparation facilities;
- implementation of finance facilities in cooperation with financial instruments;
- budgetary support.
Component II: Cross-Border Co-operation (CBC)
According to Article 86 of the the IPA Implementing Regulation (EC) No 718/2007, assistance under IPA Cross-Border Cooperation Component is granted for:
- cross-border cooperation between one or more Member States and one or more beneficiary countries;
- cross-border cooperation between two or more beneficiary countries.
The IPA Cross-Border Cooperation Component pursues the following broad objectives:
- promoting sustainable economic and social development in the border areas;
- working together to address common challenges in fields such as environment, natural and cultural heritage, public health and the prevention of and fight against organised crime;
- ensuring efficient and secure borders;
- promoting joint small scale actions involving local actors from the border regions.
The IPA Cross-Border Cooperation Component may also support, where appropriate, the participation of eligible regions of the beneficiary countries in transnational and interregional programmes under the European territorial cooperation objective of the Structural Funds.
III: Regional Development (RD)
According to Article 147 of the the IPA Implementing Regulation (EC) No 718/2007, assistance under IPA Regional Development Component is granted in the following priorities:
- transport infrastructure, in particular interconnection and interoperability between national networks, and between national and trans-European networks;
- environment measures related to waste management, water supply, urban waste water and air quality; rehabilitation of contaminated sites and land; areas related to sustainable development which present environmental benefits, namely energy efficiency and renewable energy;
- operations which enhance regional competitiveness and a productive environment, and encourage creation and safeguarding of sustainable employment.
Under this component, technical assistance may be granted for preliminary studies and technical support related to eligible activities, including those necessary for their implementation. Technical assistance may also finance preparatory, management, monitoring, evaluation, information and control activities and activities to reinforce the administrative capacity for implementing the assistance under the IPA Regulation provided through this component.
Component IV: Human Resources Development (HRD)
According to Article 151 of the the IPA Implementing Regulation (EC) No 718/2007, assistance under IPA Human Resource Development Component is granted in the following priorities:
- increase adaptability of workers, enterprises and entrepreneurs, with a view to improving the anticipation and positive management of economic change;
- enhance access to employment and sustainable inclusion in the labour market of job seekers and inactive people,
- prevent unemployment, in particular long term and youth unemployment, encourage active aging and prolong working lives, increase participation in the labour market;
- reinforce social inclusion and integration of people at a disadvantage, with a view to their sustainable integration in employment, and combat all forms of discrimination in the labour market;
- promote partnerships, pacts and initiatives through networking of relevant stakeholders, such as social partners and non-governmental organisations, at national, regional, local level, in order to mobilise for reforms in the field of employment and labour market inclusiveness;
- expand and enhance investment in human capital;
- strengthen institutional capacity and the efficiency of public administrations and public services at national, regional and local level and, where relevant, the social partners and non-governmental organisations with a view to reforms and good governance in the employment, education and training, as well as social fields.
Technical assistance may be granted under IPA Human Resources Development Component to support the preparatory, management, monitoring, administrative support, information, evaluation and control activities of the programme, and preparatory activities with a view to the future management of European Structural Funds.
Component V: Rural Development
Component V is open to candidate countries only, potential candidates can benefit from similar measures implemented through component I. Component V which emulates post-accession Rural Development programmes by financing rural development-type measures, similar in nature to these programmes, though smaller in scale.
